Shri Mohd. Ali Ashraf Fatmi , Minister of State for Human Resource Development today released the Accreditation Standard for Quality School Governance. This Standard has been developed by Quality Council of India (QCI), the national accreditation body of India .
The Minister lauded the efforts of Quality Council of India in taking this initiative towards bringing excellence in education which would help India achieve its goal of a developed economy by 2020. He complimented QCI in promoting the standards which will facilitate in India 's journey to achieve the vision of "Quality Education for all ".
Earlier during the day the standard was discussed in a seminar presided by Shri N. N. Vohra, Chairman, Public Services Committee, Quality Council of India. Mr. Vohra in his address mentioned about the need for bringing quality awareness in various public services like healthcare, education and public governance. He added that this standard is an outcome of collective concern of all stakeholders in developing criteria for evaluating the school education system and hoped that all stakeholders will play their role in proper implementation and propagation of the standard.
Lt. Gen. H. Lal, Chairman, National Board for Quality Promotion extended a warm welcome to more than 250 delegates attending the seminar. In his address, Gen Lal highlighted the need for structured processes and measurements in any school system and added that the new standard is built around elements that are building blocks for quality governance and management in any school.
Shri Girdhar J. Gyani, Secretary General, QCI in his address explained the background of the QCI initiative in the education sector. During the National Quality Conclave of Quality Council of India held during 9-10 February, 2007, the then President of India, Dr. A.P.J. Kalam gave the council a Seven Point Action Plan, the first of which was developing accreditation and quality benchmarks for schools. The Council accordingly, set before itself the task of developing a standard for accreditation supported with a rating system.
The Council which provides the National Accreditation Structure to the country entrusted the task to the Board that offers registration services for Personal and Training Courses (National Registration Board for Personal and Training). The Board's Education Committee after receiving inputs from various interested parties like educationalists, administrators, quality experts, teachers, parents and others drafted the Accreditation Standard for Quality School Governance.
The standard has been developed with a view to define and implement systems to:
- Provide educational services that aim to enhance satisfaction level of all interested parties.
- Provide a basis for assessing and where required, rating the effectiveness of an educational quality management system.
- Develop quality consciousness among interested parties involved in school activities.
The standard focuses on establishing systems to enable learning, self development and improved performance. It encourages schools to pursue continual excellence. The standard is non prescriptive in nature but its compliance is in conjunction with the applicable statutory and regulatory requirements. The standard can be adapted as a self improvement and/or for third party accreditation. It can also be used by statutory and regulatory authorities.
There are four principal components of the standard namely Governance and management, Resource management, Education service realization processes, and Measurement, analysis and improvement. The standard is supported by an Accreditation Checklist enabling schools to carry out self evaluation.
A validation exercise of the standard has also been carried out at a sample number of schools that included government run schools, public schools and schools run by societies. The Council has now in place an implementation plan complete with training modules, implementation guidelines and accreditation system.
The accreditation of schools will be voluntary in nature, Schools will be encouraged to adapt the standard to showcase their commitment to quality.
